Shri. Subhash Uttam Phal Dessai  also elected as Member of Legislative Assembly of Goa from Sanguem Constituency on a Bharatiya Janata Party ticket twice for the year 2012 &  2022. The Government of Goa has offered them the Ministry Portfolio of Social Welfare, River & Navigation and Archives & Archaeology.

He was the Chairman of Info Tech Corporation of Goa. A Post Graduate in Computer Science from Goa University, he has travelled a long way across academic, public service and governance during his career to reach the current position.

He began his career as a Computer Programmer at Mormugao Port Trust,and also taught Computer Science at Shipbuilding Engineering College before taking over as Head of Computer Department in Goa Urban Co-operative Bank Ltd. where he worked for 13 years.

The Goa government also appointed him as Director of Economic Development Corporation of Goa in 2007.He also served as Administrator of the Goa State Marketing and Supply Federation for three years. He has been recently elected as a spokesperson of Bharatiya Janata Party(BJP).
